I assume they are some type of seeds stuck in bird's feather? If so was the bird dead when you found it?

Pigeons have built a nest in my balcony, now they are busy raising this youngster. This juvenile pigeon is healthy and will soon be ready to fly. Those seed like things are actually hairs which are being replaced by feathers, a sign of maturity and hence the title.
